About the Plan

The Pasco County Metropolitan Planning Organization (MPO) is developing its first Transportation Resilience Improvement Plan: The Road to Resiliency. This plan will help Pasco County’s transportation system better withstand and recover from natural- and human-made hazards.

What is the Plan’s Outcome

The Road to Resiliency will identify and prioritize projects, programs, and policies needed to protect our roads and transportation system from future hazards. The recommendations will be listed in 5-year, 10-year, and 20-year timeframes.

Why this Matters

Pasco County’s transportation system is an important asset for regional mobility and economic growth. You rely on it every day to take your kids to school, get to work, run errands, and enjoy the County’s natural preserves.

Protecting it long-term will help preserve your quality of life.

How the Plan Will Be Developed

To understand where projects are needed the most, the MPO is using a combination of data analysis and public input.  The MPO is collecting community and stakeholder feedback throughout the entire planning process — from the project’s start in September 2025 until MPO Board adoption in June 2026.

Step 1: Vulnerability Index

This step scores areas in Pasco County based on how exposed they are to hazards such as windstorms, storm surge, flooding, extreme heat, sea level rise and sinkholes.

Step 2: Asset Critically Index

Next, the MPO will evaluate road segments based on their regional importance and exposure to hazards.

Step 3: Project Identification

We will use the input and data analysis to develop the list of projects, programs and policies needed.

Step 4: Project Prioritization

We will prioritize the list that meets the community’s needs using your input and the data analysis.

The result will be a clear roadmap that can be used to strengthen Pasco County’s transportation network to face a variety of challenges.
